Migration and its irregular form is not a new phenomenon, it has long posed a serious challenge to potential destination countries. Keeping immigration under control, making a clear distinction between irregular and regular migration, and reflecting this at the level of both political and legal responses have been important security policy issues in the European Union from the outset. However, compared to the previously varying intensity, the years 2014-2015 resulted in a quantitative and qualitative transformation of irregular migration, which can be considered a paradigm shift. It is no exaggeration to compare this paradigm shift with the change in security policy following the terrorist attack on the United States in 2001. At the same time, as long as the strategic issues of the comprehensive fight against terrorism at the level of integration are fundamentally agreed upon by individual member states, there are sharp differences of opinion on the issue of migration and the management of uncontrolled immigration. The governments of the Member States, which have different political attitudes, formulate different responses, and do so in the "political crossfire" of the Union's unification. Just as after 2001, the fight against terrorism, typically from 2015 onwards, the issue of migration also resulted in the publication of many domestic and foreign articles, study volumes and monographs. In Hungary, too, several authors have dealt with the causes of migration, the evaluation of the phenomenon of migration, the summary of the dominant legal institutions of the legislation on foreigners ("foreign law") and the analysis of the criminal effects of migration. Although some authors have given primary criminal policy answers to the phenomenon of irregular migration in Hungary, such as professional articles aimed at in-depth analysis and evaluation of criminal and criminal procedural law issues, some authors have so far asked the question in Hungary. nor was it processed by the author. The aim of the volume is therefore to present Hungary's responses to the new security policy challenge at the level of criminal law in a broader sense, and to analyze whether there is a real link between the escalation of terrorism in the EU and migration. In addition to dogmatic analyzes, the volume presents the results of the author's research on the topic through criminal statistics.
