Border guards and police discover a secret smuggling route on the American side of Tijuana, located on the border between the United States and Mexico. Twenty-seven dead adults and children drowned during the illegal border crossing. Human and drug traffickers dig new and newer tunnels to the United States even weekly. The American authorities want to hide the case so that they can continue to monitor the work of the criminal syndicates. However, they did not count on the presence of James Rhodes. As a sharp-witted member of one of the world's most influential human rights organizations, James feels it is his duty to bring the case to public attention. However, this case violates different interests than the others.
